[FFU 16.2->17] leapp upgrade of ceph nodes is failing encrypted partition detected

Environment

When upgrading from Red Hat OpenStack Platform (RHOSP) 16.2 to RHOSP 17.1, the Leapp upgrade of the Red Hat Ceph Storage nodes fails because of an encrypted ceph-osd.

Issue

Leapp upgrade of Red Hat Ceph Storage nodes fails with the following inhibitor:

Title: LUKS encrypted partition detected
Summary: Upgrading system with encrypted partitions is not supported

Resolution

In the system_upgrade.yaml file, add inhibitwhenluks to the LeappActorsToRemove parameter.
