[Dev Preview] Does the offline RHEL command-line-assistant require the system to be registered?

Issue
When following the This content is not included.blog to set up the RHEL command-line-assistant (CLA) for offline use, errors are encountered if the system is not registered.
Resolution
In order to use the RHEL CLA offline, the system must be registered. There are three main ways this can be acheived:
- RHEL Satellite (recommended)
- Red Hat Subscription Manager (RHSM)
- This content is not included.Red Host Connection (RHC) to generate an activation key
Root Cause
Currently RHEL CLA for offline use is in Dev Preview. This means that this product is not intended for production use. There are many limitations currently such as the requirement for the system to be registered.
